Standardized Crediting Framework (SCF)
Rwanda faces numerous economic challenges to finance a transition to cleaner cooking technologies. However, a solution can be found through participation in international carbon markets, where the country can trade emission reductions (or carbon credits) to contribute to the financing of these technologies. The Standardized Crediting Framework (SCF) offers a set of flexible processes and guidelines that can be developed and adopted by the country to set its own robust and transparent standard for crediting emissions reductions.
While the SCF Pilot will not generate any internationally recognizable credits during the pilot phase (mainly due to lack of clarity or guidance on this in the negotiations), the intention is to provide valuable lessons for future crediting mechanisms – both for Rwanda and for the international community.
As context for thinking about future crediting mechanisms under the Paris Agreement, it is useful to explore how the activities under the SCF could relate to the commitments that Rwanda made in their NDC under the Paris Agreement.
Rwanda’s NDC does not include any quantitative emission reduction commitments, either absolute or relative to business-as-usual.
The SCF pilot in Rwanda follows a successful initial pilot of the concept in Senegal.
The SCF Pilot in Rwanda will focus on high-efficiency fuelwood and charcoal cookstoves used to replace low-efficiency cookstoves. Programs that use efficient cookstoves with renewable biomass, such as pellets and briquettes, are also eligible to participate.
The SCF Pilot will initially include only one program – the improved cookstove program undertaken by Inyenyeri. However, in the future, the Program Protocol may be revised to include other programs and technologies, using the advantages of the flexible design and adaptability of the SCF.
While the SCF Pilot cannot guarantee that the activities will be eligible for credit under the Paris Agreement, the results of the pilot will inform future climate change mitigation cooperation between Rwanda and other countries, supporting Rwanda’s drive for innovation and commitment to the global climate change agenda.
